But which is preferable? And if it is la, doesn't that mean that the name is a cmene - and should end with a consonant?

A separate issue that has come up is the choice of rafsi. Can I use jugygug instead (Philip), and does that effect the choice of article?
This part, at least, can be answered very directly. "la" can be used before either a cmevla or a brivla. Unless it is a cmevla it doesn't need to end in a consonant (cmevla always always end in consonants, and brivla always always end in vowels). Note that a lot of Lojban materials use the term "cmene" to refer to what I call cmevla, but I think this is confusing.

By the same token, the difference between "jugygu'e" and "jugygug" is that the former is brivla and the latter is a cmevla. "jugygug" is technically not a lujvo at all, although it *resembles* a lujvo (I have sometimes called this sort of thing a pseudo-lujvo). Both are likely to be understood to mean "China", so it's just a matter of which becomes more commonly used by the community; I suggest using "jugygu'e", personally, since it's more flexible.
