"Can", not "must".
As far as "la kadnygu'e" is concerned, "kadnygu'e" would have to be
a name, but section 4.8 of the CLL says "Names may have almost
any form, but always end in a consonant". So how can it be
acceptable?
It's talking about the word-type "name". Both the word-type called "name"
(or sometimes "cmene") and the word-type called "brivla" can be used
as a name, i.e. both can be articled with {la}. This is certainly confusing,
that's why it's better to use "cmevla" for the word type that ends in
consonant and "brivla" for the word type that ends in a vowel and is not
a cmavo. {la} can be used with either cmevla or brivla.
