In fact, there is a new site for spoken lojban http://jbobac.lojban.org/ . It's a sort of lojbanic-audioboard.
There's also a teamspeak server there.
From what I see of the structure lojban is definately to be spoken. However, since we seem to be quite spread out it seems that most lojbanic conversing happens in #lojban.

Yes.

Yes, certainly, Nick did that. But it's way easier if you can learn together
with somebody and in general, practice oral communications. Skype and other
VoIP ways are easy to use and pretty useful for that.

Depends entirely on you. I was a slow learner, I have been interested in
Lojban since winter 2004/2005.
