Theoretically, we have the words - but no way in hell we have 10,000 words on 
which consensus has been reached, and that's what's necessary for the 
dictionary you're talking about. Lojban has a huge (pretty much infinite) 
vocab by combining different gismu and cmavo, but that doesn't mean we have 
the words to build a dictionary.
