The general way to quote a string of Lojban words is {lo'u ... le'u}.
The words quoted that way need not form a grammatical utterance.

To quote a grammatical utterance, use {lu ... li'u}, where you expect the
listener to interpret the meaning of what is quoted, so it's not just the
words as words that matter.

In the case of cmene, {lo'u .. le'u} makes more sense, because you are
interested in the words. {maik milr} also happens to be a grammatical
utterance, but it's really a vocative, not a way of referring to the words.

But {cmene} is probably not the best choice for introducing yourself or
someone else. I'd go with {mi'e ...}, {ti me ...}
