None of the above.  Those are all malglico.

When you say, in english, "What's new in Norway", the "in" does not
have to do with spacial location (news doesn't have a location),
and thus has nothing to do with {ne'i}, {bu'u}, or cmavo in VA.

{ma nuzba sera'a le gugdrnorge} or {ma nuzba le gugdrnorge} or {ma
nuzba fi le gugdrnorge}, depending on exactly how general or specific
you want to be in your query for what particular type of news, are
correct.
