It would probably have to be "changed or added" or there would never be a
rule 2. Unless it was changed to "changed or added." By the way, I played in
a Nomic game whose initial ruleset was "All players must agree on any
changes to the game" which by its death had two offices in charge of various
game-related duties named in Lojban. The first one because I wanted a unique
name for the usual office of Speaker, the second to fit with the first.
