[lojban] OFFICIAL: Nick resigns as byfy chair, Robin appointed by LLG Board

Nick Nicholas has resigned as chair of the byfy for personal reasons.
Robin Powell volunteered to be chair, and in accordance with the LLG
decision to create the byfy, the LLG board today elected him to the position.
