jbofihe or book error?

In http://lojban.org/publications/reference_grammar/chapter14.html,
ex. 15.9 does not parse with jbofihe.

I can find nothing in BookErrata on the Wiki.  Is it the book or
jbofihe?

(I'd work it out myself, but I don't have time, and like everyone
else I don't understand termsets).
