If "y" is a word, it should be quotable with "zo",
lerfuable with "bu", lujvoable with "zei",
erasable with "si" and emphasizable with "ba'e",
like any other word.

If "y" is not a word (and I think it shouldn't be)
then it shouldn't be all those other things. Hesitation
should not be subject to grammar rules. You should
be able to hesitate aloud anywhere you can make a pause.
