Interestingly, the EBNF has a different idea:

text-1 = [(I [jek | joik] [[stag] BO] #) ... | NIhO ... #] [paragraphs] 

so it does not allow {i ni'o broda}. Apparently it should have been:

text-1 = [(I [jek | joik] [[stag] BO] #) ... & NIhO ... #] [paragraphs]

I don't see a problem in allowing empty sentences: 
{i i i i broda i brode i i i brodi}.
Or are they allowed only at the beginning of text?

{i ni'o broda} is an empty sentence followed by a new paragraph.
