Not necessarily. That is one of the possible meanings. Another possible meaning is that I do know who it was, but I don't want to say. Maybe it's a secret; maybe I just promised not to tell; maybe it's a surprise; etc.
If someone uses "zo'e" in a statement, and you want to know what it stands for, just ask. Since the "zo'e" fills a particular argument slot of the brivla, just fill that slot with "ma".
