This would be rejected by some people if they felt you were proposing an addition to the language, imposing constraints on speakers which we don't want the language to impose, but I don't see it as a change to the language itself. Were this registry to be successful, it would be no more than a cultural phenomenon specific to Lojban-speaking culture. When you feel the time is right you should launch the service on the web just like you'd launch any English-language name registry, and see if people want to use it. But keep it free of the impression that it's built-in to Lojban.
