It occurred to me that the "whereas ..." clause might be associated with
the evidential ju'a, and the rest with ja'o. The preamble noted
with "Whereas" is being used to set forth the premises which justify the
rest of the document.
ka'u might be thrown in too, in the context of human culture. In the US
Declaration of Independence se'o might have been more appropriate, since
that was based on rights issued by God.
