All those of the form "xVV" (4), "xV'V" (25), and all those with more than three
letters excluding apostrophes (uncountably many). Examples of the latter are
ai'u, fau'a, zo'o'o'o.

Cmavo with "y" in them other than "Cy" and "y'y" are also reserved, but are
not authorized for experimental use (they're dangerous).
