I dare to rejoin that the meaning of "all cars that pertain to not-
you" is somewhat different from "all cars that not- pertain to you".

I suppose you're right. It could be that the problem here is the vagueness of {pe}. You could write

mi nelci ro lo karce poi ke'a na se ponse do
mi nelci ro lo karce poi ke'a na srana do
mi nelci ro lo karce poi na ku ke'a se ponse do

thereby covering shades of meaning I can't quite distinguish.
