[lojban] Please stop creating smart.fm words.

The devs have asked us not to create any more items in smart.fm
until the Lojban/jbo language tag is rolled out, which should be in
the next day or two.  They're going to manually modify our stuff
that's already in the database, since you can't change language or
delete items.
