I was going entirely based on the color coding - green = finished and voted, blue = finished (some of which currently have an active vote), black/red = needs work. I didn't actually dive in and look at every section, so I couldn't say if it's documentation or formatting. I think it's safe to assume all the blue ones do at least have the formatting aspect done and the black ones probably don't, but lack of "correct" formatting doesn't mean lack of documentation. I don't personally think proper formatting is an absolute need for calling a vote, so if you think that those sections you shepherd have complete documentation, by all means start a poll on their pages and mark them as ready for voting on.
IMO, as long as the content is there, the shape it's presented in can be fixed. IIRC, the reason for the formatting is to make Robin's job easier, since he mentioned wanting to do some kind of automation process with the sections once they were all complete. (It's been too long for me to remember exactly what that was, and I don't have the desire to search the backlogs for the message he mentions it specifically.)
