Not really.  Think of these (sticking to my original examples of basement flooding and kinetic theory): "There is [a mass of] water in my basement," or "The pressure exerted on a surface depends on the number collisions of [the set of] water [molecules] against it."

Why is this a mass?  This seems like a perfect example of a set.
