Because that would fit better as a translation for the *verb* "help", 
or the noun "helper".

I think the word "Help", in computers' menuing systems, must be 
interpreted as an imperative verb, as an infinitive verb, or as a 
noun.  The two former alternatives apply to words such as "open" and 
"edit" as well.
