I agree that that's the best interpretation of the BAI
tags, and maybe the only one, except that the book some
examples along the lines of:

bloti teka'a la nu,IORK

meaning that the boat (the x1) is coming from New York
and not the event or property of being a boat. Maybe
the x1 is special and a BAI not attached to a sumti could
be understood as attached to the x1.
