cvs query

I'm using wincvs. How can I add a new directory and files?
I would like to start translating the cmavo list into
Spanish and it would be nice to do it with cvs, but I only
know how to modify files that are already there.

Also, what do I have to do to get those messages to the
list sent when I make a modification?
