It is, although there is also a lojban-beginners list, which would be a good place to post basic questions (some of the discussion on this list can get very technical!).

That says "I greet the member", which is perhaps what one of us might say to you. If you want to greet a group which you are joining, you could say "mi rinsa rodo" ("I greet all-of-you") but it would be more normal just to say "coi rodo" - "Hello everyone!"
Incidentally, I note that "rinsa" has "the arrival of" before x2, so perhaps it would be inappropriate to say when it is you who are arriving.
