Difference in gismu and rafsi lists

In the document 
http://www.lojban.org/publications/wordlists/gismu.txt , the cmavo 
"zi'o" is listed with rafsi "zil". In the document 
http://www.lojban.org/publications/wordlists/rafsi.txt , neither the 
rafsi "zil" nor the cmavo "zi'o" is listed at all. 

Can I assume that the cmavo "zi'o" has the rafsi "zil"?
