Official parser version 3;0;00

I now have a running copy of lojbo genturfa'i 3;0;00 available at
http://www.ccil.org/~cowan/parser-3.0.00.tar.gz .  The responsible
parties should copy this to the right place on www.lojban.org.

It compiles and runs my trivial test suite, but there are surely bugs.
Please hammer on it.

To build it, untar the tarball and say "make"; or on a non-Unix
system, compile all the *.c files and link them.
