utf8 charset in lojban html docs

the utf8 versions of lojban docs (What is lojban) should have a charset declarations.

<META HTTP-EQUIV="Content-Type" CONTENT="text/html;charset=utf-8">

so that browser can automatically choose the right interpretation and font. Right now, i had to manually selecet utf8 text encoding everytime i view the doc.
