You should be able to guess that I adopted the practice because I thought 
it looks nice.  I prefer it to the two alternate methods I've seen for 
showing stress (an accent mark before - or after - the syllable in 
question, and capitalizing only the vowel, which looks to me like someone 
doing word-art, and I sometimes don't notice the capitalization)

I believe we specified rules back in the original morphology paper (which 
predates Lojban, being a modified version of a paper about TLI Loglan), but 
I don't know if they made it into the red book.
