Presumably the person asking that question is interested in actual
speakers, not potential ones. They don't need to be speaking in lojban
right now, but they do need to be actual (ca'a) speakers.

My point was that I didn't want to ask "xu do ca ca'a cusku bau la
lojban".

Here's where the difference between cusku bau and bangu arises. You don't want ro prenu poi ca bau cusku, but you do want ro prenu poi ca selbangu.
