All Chinese names are written with characters that have a meaning, so
one could give a meaning to a name.

"Zhào" is a surname (the fairly common "Cho" in Korean), which a
Japanese character dictionary I have glosses as "nimble; late-going",
and "zhōu" is a state or province. Doesn't sound that meaningful to
me, but I'm not a Chinese scholar.

NB Jōshū is the Japanese reading of those characters of his name; the
Chinese reading would be Zhàozhōu in Pinyin, Chao4-chou1 in
Wade-Giles, and Jawjou in Gwoyeu Romatzyh.
