[T] isn't the only allophone of /'/, and AFAIK the choice is dialectal. I say
[h], even in a word {fu'arka} which is a fu'ivla from a word with [T] in it.
I think it should be {pira'AN}.
What do we do with "Xhosa", in which the 'X' represents a click to which there
is no close phoneme in Lojban?
