If you mean that it's not used when writing Lojban in Cyrillic, that's because 
it doesn't match Lojban phonology. Russian has some words (все:всё, 
узнаете:узнаёте) in which one form has "ye" and another has "yo". Lojban 
doesn't. In Lojban "yo" is a diphthong, written {io}, not a single sound. 
There is no soft/hard distinction in Lojban.

There are some other Cyrillic letters not used in writing Lojban, such as ч 
and щ. ч is written тш, which occurs in {тшати}, which has to have a 
consonant cluster to be a brivla, and щ is written штш, which occurs in 
{миштши}, where it straddles a morpheme boundary.
