I see that paragraph, and some other very brief discussions

but Googling doesn't reveal any concrete and specific proposals along these
lines, only vague suggestions.

My idea, as explained in the document I linked to, is the "quu" modifier.
For instance, to say
"Saddam is good at sex"
one would say
"Saddam good sex quu criterion"
This indicates that Saddam is good, and that the criterion by which goodness
is being evaluated is sex
There is flexibility here, in that one can use anything following the quu,
that one thinks will lead the listener to assign the word/phrase preceding
the quu to the proper argument position.
This is parallel to the proposed qui mechanism that specifies word-senses,
e.g.
"Ben good write qui author quu criterion, Ben na good write qui physical quu
criterion"
means
"Ben is good at writing in the sense of authoring, but Ben is not good at
writing in the sense of physical handwriting."
