{la xingug bi'i la itiopias vu'o no'u lo pareze jecpau}

Without {lo} or {loi} it would say that the whole region is each of
127 provinces,
i.e. that there are exactly 127 provinces each of which is {la xingug
bi'i la itiopias}.
