I believe so, though the topic may have been reconsidered when we 
changed -mei (in which case it would have been as the result of 
discussions in the lojban-list archives between 1992-1997 when CLL was 
published).  I know that the place structure of gunma has been discussed 
online, and I don't even know how to find the archives these days much 
less search them.
