I see no problem with a city being x1 of {kelvo}. And at the risk of 
practicing law from the bench - or should I say growing wool on the staff - I 
think that that {bi'o} is fine.

In both of them, {ba'o} means that the temperature finished its descent before 
the 23rd. I would say {lo seljacke'o be la moskov. farlu li -28 li 0 de'i li 
1-23}. Substitute {sfubu} for {farlu} if you want a more literal translation 
or don't want the reader wondering what kind of gravity a temperature falls 
in. ;)
