That is not true for now. Every user can unlimitedly post (if his
rating is at least 10).

The matter is that jboselkei is a medium for all Lojbanists, freshmen
as well. It would be strange to demand from a newcomer to translate
something into Lojban just to ask for assistance. jboselkei is thought
as a definite place to ask "How's that translated to Lojban?"
questions. Everyone will have something as a reward: newbies -
knowledge, and experienced Lojbanists - glory and rating points ;)
