The distinction, I think, is between {ko'a ka'e janbe} (it's a bell), and
{ko'a ca'a janbe} (it rings).  Without anything CAhA, you're sort of in an
ambiguous state among all of them, which is exactly what you want for a bell
that may not be ringing now.
