A fu'ivla should remain a Type III - marked by a semantic-hint rafsi - until its usage is so common that usage (and/or Zipf's law) indicates a need for a shorter form. I don't think that any fu'ivla has received such usage.
(Multiple usages by multiple speakers should generally be a minimum criterion, but it would depend on the types of usages - something written with the expectation of a large and lasting audience like Robin's novel or the translation of Alice in Wonderland is more likely to see its usages emulated by a large number of readers, and hence should receive earlier consideration for type IV fu'ivla.)
