I believe that you are referring to "Plan B" (Loglan itself having been
'Plan A').

has the only published description that I know of
Plna B was developed by Jeff Prothero, who was one of the major people
involved in making Loglan have a YACC-parsable machine grammar. Jeff is
also practically a co-founder of Lojban, since he helped finance the
legal battle with JCB and provided much assistance on our getting our
own YACC-grammar.
Jeff is a computer person and not a linguist, and his description shows
that emphasis.

has several messages from conlang, one of which was linguist Jacques
Guy's interpretation of the Plan B description from his (a linguist's)
point of view, and proposes his own variation which he calls Cee (i.e
Plan C).
