Lojbanists discussing these ideas need to have multiple Lojban words for the ambiguous English word "respect".
The respect that we expect to feel for the dignity of each human being is not the same thing as the respect we fell for a great leader or one who has accomplished a lot of good things. And then there is the respect for an enemy that has fought well, that causes one to greater efforts to defeat them, or to reconcile oneself to a defeat which is inevitable. After Robert E Lee surrendered at the end of the American Civil War, the surrender ceremony by the troops included spontaneous displays of respect by each army to the opposition, even though they obviously were not in approval of all that the other side stood for.
Perhaps the error is in the word "equal" as well. To say that all cultures deserve respect does not necessarily require that all cultures get equal respect. Rather, it means that the range of respect that is granted should always be above some minimal value, arising from the sum of the minimum value of the respect due each individual person in that culture merely for being a human being.
jgira sinmaboth reflect emotional states of the speaker, and people can feel emotional states about things that do not "deserve" it.
To build the concept you want, you need to consider the desired place structure. The implication is that there is some trait which the possession thereof means that the culture "deserves" such respect. I am therefore inclined towards the use of jerna. But there are other useful Lojban words.
