it should be fairly easy to build a program that just
concatenates pre-recorded sounds of the phonemes, especially on a
unix-machine (i.e. Linux, NetBSD).
Although it will probably be not quite like spoken lojban, I am sure that
the result will be acceptable.
you might just have to give it a shot and see how it turns out.
