Sort of.  In both German and English, which as literary languages are
very much founded on Bible translations, this leading "And"/"Und"
reflects leading "waw-consecutive" in Hebrew, about which other
people can talk better, but indeed is a sort of verbal tic in
Biblical Hebrew.
