{pa} seems too definite for that. Maybe {no'obu}?

It's either exactly the same or it is {A prami B}, never {a prami b}.

{CIA} = {cy.ibu.abu} is a pronoun. The name of the agency
might be lojbanized as {la cias}, {la si,ai,eis} or something
else.
