I once proposed:

   .o'i mu xagji sofybakni cu zvati le purdi
   [Caution!] There are five hungry Soviet cows in the garden!

(It will also work with French (fas-) or Palestinian (fis-) cows
instead of Soviet ones.)

It uses 33 letters counting the apostrophe, with no repetition of
consonants (and it includes the dot). The number of vowels could
be reduced a bit, but I don't think it can be done with exactly
24 letters unless you use cmene or fu'ivla.
