is just a mess. Looky here:
  "The fires have raised questions over the safety and treatment of immigrants."

Let's split this up.
  "The fires have raised questions over ..."
  { lo'i fagri cu se jalge lo nu preti zo'e }

  "the safety of immigrants"
  { lo ka loi fange xabju cu no'e kau snura }
That's a guess. I wish there were a question word in NAhE...

  "the treatment of immigrants"
  { lo ka loi fange xabju cu no'e kau xamgu se broda }
Umm... at least it parses zo'o
