"Say" is a better keyword for "cusku" than "express", because the x2
of cusku is a sign, not a meaning.

You say "thank you", you express gratitude.
You say "I'm happy", you express happiness.
You say "WTF", you express surprise, incredulity, etc.
You say the words, the signs; you express the meaning of those words,
those signs.

The difference between saying and talking is that you say words and
you talk about things. So all three, say, talk and express, are
different. All three can be done with sign language or in writing, as
far as I understand. The most common form for all three is spoken
language, but the main difference between them is their object, not
the medium.
