I suppose you mean "consideration given by those with powers to effect
changes"? If not, then I have initiated consideration of the matter on this
list, but purely as a matter of vacuously entertaining the idea; there was
never any question of change resulting. [And probably that answer holds
good for most other design issues you could mention!]
