If you say blari'Ocai, then it is a lujvo.  If you say blarI'ocai, then
it is blar'io cai.  That's the point of the penultimate stress rule.

UI doesn't inherently require a stop, only the ones that actually begin
with a vowel, and the same is true for A or I or Stage 4 fu'ivla or cmene that
begin with a vowel.
