If this we that we're talking about is setting up a QA/moderation
site, reddit's code is available:

And speaking to your next question, clearly this code is already
running.  :-)

Which does make me question the utility of doing this, as it seems
the function exists whereas the demand does not.  Or at least not a
critical mass, which may be explainable by the fact that this post
has generated more divergent/unique ideas than it has votes for the
original suggestion.
