It's a fu'ivla meaning "runic alphabet" or "rune" or something like that (I 
don't think it's been formally defined, and it's not in jbovlaste). I used it 
as an example in a comment in valfendi. If you lex it from the end you find:
rka - can't be a rafsi since "rk" isn't a valid initial
arka - valid fu'ivla, preceded by "'", but no "y" so it can't be a fu'ivla 
lujvo
'arka - no match
so it's not a gismu or lujvo. The only thing left is fu'ivla, and it doesn't 
begin with CVC or CCVC or CVCC, so it's not a type-3.
